The first phase of voting in elections are taking place in the Indian-administered Jammu and Kashmir region. Polling will run for the next six weeks in this heavily militarised area.But observers see the vote as a calculated gamble for the Indian government, which they say risks losing credibility if there is a low voter turnout.Al Jazeera's Matt McClure reports.
